India needs to generate more electricity to meet the increasing demands of a burgeoning middle class and industrial base. The country has failed to attract sufficient capital investment, either domestically or internationally, to finance additional generating capacity despite economic reforms introduced in 1991. In 2003-2004, India experienced a 7.1% electrical energy shortage. Peak shortage spiked at 11.2% approximately. Indian power plants had a maximum generating capacity of 112,058 MW as of March 31, 2004. During the next decade, India is expected to need an additional 100,000 MW, nearly double it’s 2004 capacity.
